CUSTOMS REGULATIONS

For Foreigners

Foreigners may import their used personal and household goods into Sri Lanka Duty Free, if he/she has full diplomatic status.

Non Diplomatic Foreigners may also import their personal and household goods into Sri Lanka.  However, their shipments are subject to customs physical examination for the assessment of value, verification of contents etc.,  If the shipper has got residence visa for one year, he/she may entitled to import his/her used personal and household goods up to a value (will be decided by ths customs) of USD 1000/- on duty free basis.  Each adult dependent may also entitled for a duty free allowance of USD 1000/- if he/she has obtained residence visa for one year.

Returning Sri Lankans

Returning Sri Lankan citizens may also import their used personal and household goods into Sri Lanka.  However, their shipments (except for diplomats) are also subject to customs examination.  (If the shipper has been away for more than 365 days he/she may also be entitled to clear his/her goods on tax free up to a value of USD 1000/- value of the shipment will be decided by the customs.  Each adult dependent who has also been living out of Sri Lanka for more than one year with the shipper will also be entitled for a duty free allowance of USD 1000/-.

All other foreigners and locals, who do not meet the above criteria may import personal and household goods into Sri Lanka on payment of customs duty and taxes.  Amount of duty/taxes will depend on the customs assessment of value and the rates of duty/taxes applicable for each category of items.

Documents required:

  • Original Bill of Lading / Express Release/Airway Bill
  • Descriptive Inventory/Packing List in English.
  • Shipper’s original passport.
  • Shipper’s Residence Visa for one year.
  • Clearance Certificate issued by the ministry of Foreign Affairs in Sri Lanka (for Diplomatic shipments)

PROHIBITED AND RESTRICTED GOODS

Firearms, Ammunitions, Foreign Currencies, Gold, Dangerous Drugs and pornographic materials.

Up to 2 bottles (2 liters) of alcohol may be imported, any amount in excess of this will be taxed.

A “reasonable” quantity of food may be included in the shipment.

MOTOR VEHICLES (AUTOS AND MOTORBIKES)

A foreigner or a returning Sri Lankans may import a vehicle into Sri Lanka.  However, it is subject to import duty, taxes etc.

Vehicles including Motor Bikes that are over two years old and left hand driven are not permitted to import in to Sri Lanka.

Documents Required:

  • Bill of Lading
  • Original Registration Certificate.
  • Pre Inspection Certificate.
  • Shipper’s VAT Registration Certificate issued by the Inland Revenue Department in  Sri Lanka.

ANIMALS AND PETS

Documents required for the importation of Pets into Sri Lanka.

  • Vaccination / Health Certificate / Booklet.
  • Import Permit issued by the Animal Quarantine Department of Sri Lanka of Sri Lanka.  Shipper must apply for the permit prior to dispatch of pet/s.
